Supervisor John Avalos has pulled his “must spend” charter amendment that would have stripped the mayor’s spending power. Avalos told Mayor Gavin Newsom on Monday evening that he would pull the initiative, which would have required the mayor to spend money the board appropriates, said Tony Winnicker, Newsom’s spokesman. The Board of Supervisors was expected to vote on the initiative before going on the June 8 ballot.
