 <description>&lt;p&gt;Because Hawaiians have no statewide initiative or referendum rights, the Aloha State earned a &amp;#8220;D&amp;#8221; on our recently released &lt;a href=&quot;/stategrades&quot;&gt;state-by-state report&lt;/a&gt; card on initiative and referendum rights. We like to think that the state&amp;#8217;s poor performance will prompt action to give the people more of a voice in government by creating an open and accessible initiative process.  <title> In ConCon fight, roles are reversed</title>

 <description>&lt;p&gt;The last time Hawai&amp;#8217;i held a Constitutional Convention, in 1978, the focus was on a political power struggle between the &amp;#8220;haves&amp;#8221; and the &amp;#8220;have-nots.&amp;#8221;&lt;/p&gt;
&lt;p&gt;In many ways, that same picture is emerging today as the state contemplates holding yet another convention to look at, and possibly revise, our constitution.&lt;/p&gt;

 <description>&lt;p&gt;A Honolulu judge ruled Thursday that the city clerk&amp;#8217;s office must accept an anti-rail petition.&lt;/p&gt;
&lt;p&gt;Members of Stop Rail Now say they believe the ruling paves the way to allow Oahu residents to vote on a proposed ordinance this fall that reads, &amp;#8220;Honolulu mass transit shall not include trains or rail.&amp;#8221;&lt;/p&gt;

 <title> Anti-rail group revives petition</title>

 <description>&lt;p&gt;Leaders of an anti-rail group say they have collected enough signatures for a petition initiative that could stop the city&amp;#8217;s proposed $4 billion rail transit system.&lt;/p&gt;
&lt;p&gt;They planned to submit it to the City Clerk&amp;#8217;s Office by 2 p.m. today.&lt;/p&gt;
&lt;p&gt;Cliff Slater, an organizer of Stop Rail Now, said they had collected about 49,000 signatures as of yesterday, when they made their final rally for signatures outside the organization&amp;#8217;s South Street headquarters.&lt;/p&gt;</description>

 <description>&lt;p&gt;The city clerk says &amp;#8220;no&amp;#8221; to a citizen&amp;#8217;s petition drive trying to block the $4 billion city rail transit plan.&lt;/p&gt;
&lt;p&gt;The decision yesterday afternoon from City Clerk Denise De Costa means she will not put the issue on the November ballot, regardless of whether Stop Rail Now receives enough signatures.&lt;/p&gt;
