CATO to host Ballot Access Forum October 13th

On October 13th, the CATO Institute will host a forum featuring former campaign manager for the 2000 Ralph Nader for President campaign and author, Theresa Amato, and author and professor James T. Bennett.

They will be disussing ballot access for third-party and Independent candidates and how the system is setup to keep them out.

Late last year, the Lucy Burns Institute published a booklet entitled, “Local Ballot Initiatives,” written by Leslie Graves, president of the institute and executive director of the wiki-based website Ballotpedia.org, to educate citizens on how they can use initiatives and referendums to reform their hometown governments.

Through several articles, recollections by activists (including Citizens in Charge President Paul Jacob) and real-world examples, Graves outlines how the petition process works and how it is beneficial to initiating change at the local level.

In what is sure to be a hard-fought and intense process, the recall campaign against Wisconsin Governor Scott Walker began yesterday across the state:

Jubilant opponents of Republican Gov. Scott Walker launched their effort Tuesday to try to recall him from office, starting a 60-day blitz to gather more than half a million signatures to force an election next year.

Federal Court: First Amendment Applies to Michigan Recall Petitions Too

United States District Court Judge Robert Holmes Bell has made Michigan the ninth state to see a requirement that campaign workers who circulate petitions be residents of the state struck down. In 2008 federal appeals courts struck down residency requirements in Ohio, Arizona and Oklahoma. Residency requirements of some kind have previously been ruled unconstitutional in California, Colorado, Wisconsin, Illinois, and New York.
